The HEIC codec in this release is eastbook-rebuild-1, built from heic-to 1.6.5, libheif 1.23.5, and libde265 1.0.16. Those libraries are LGPL-3.0-or-later. This page is not a claim that the whole EastBook service is GPL, and it is not a patent or complete-compliance guarantee.

The original npm package heic-to@1.6.5 is the locked input. The file the app loads is the rebuilt CSP derivative, not that npm tarball's opaque dist file. Application object code (browser JavaScript, CSS, and needed binaries) is a separate download from the LGPL sources.
